Temporary Support for Necessary Expenses (TONK)

Are you currently experiencing financial difficulties due to the coronavirus control measures? For example, because you have lost your job, or because you are an entrepreneur and cannot conduct your normal business? If this reduces your income and makes it difficult for you to pay for certain expenses, you may qualify for TONK scheme benefits.

Because little use is being made of the TONK (Temporary Support for Necessary Expenses) scheme, the municipality of Groningen has, at the request of national government, decided to relax the conditions for this scheme. The municipality has dropped the condition under which the asset amount counts in the assessment for the scheme. This means that you may now be eligible.
PLEASE NOTE: If you have already applied and your application has been rejected, you do not need to re-apply. The municipality will be reassessing these previous applications. If it turns out that you are now eligible to receive support through the scheme, we will notify you.

What is the TONK scheme?

TONK stands for Tijdelijk Ondersteuning Noodzakelijke Kosten (Temporary Support for Necessary Expenses). This is a benefit provided by the municipal government to cover a loss of income as a result of the coronavirus control measures. It is also intended to help if you have trouble paying for certain necessary expenses, such as rent or mortgage payments, the WOZ tax assessment (owner's share) or other specific necessary expenses. The TONK benefit is a form of special assistance (Participation Act).


You may be eligible for TONK benefits if you meet these requirements:

  • Your monthly income in 2021 is at least 20% less income than your monthly income in 2020. You can provide proof of lost income in the form of a pay stub. If you do not receive a wage but you own a business, you can calculate your monthly income using this manual (pdf 407 kB in Dutch)
  • This loss of income is due to the coronavirus control measures.

Are you an entrepreneur? You are not required to include your business assets. You also need not include any allowances for fixed expenses (TVL) or for wage costs (NOW).

TONK as a last resort

If you may be eligible for any other financial scheme or benefit, such as a supplement to your unemployment benefit from the UWV, then you must apply for these first. If you do not qualify for any other scheme, for example, or if these benefits do not leave you with enough income to pay your living expenses, then you may be entitled to receive the TONK benefit. If you are an entrepreneur and receive TOZO benefits, then you may also be eligible for supplementary TONK benefits.

Amount of the TONK benefit?

That depends on your situation. To calculate the amount of the TONK benefit, we consider the following factors:

  • How high your income was before the corona crisis in january 2020.
  • The amount of your necessary expenses.
  • Your income as of 1 January 2021.
  • What proportion of the costs you can still pay yourself with this income (your ability to pay).

How long are you eligible to receive TONK benefits?

You may receive the TONK benefit for up to 6 months during the period January 2021 through June 2021, if necessary. A shorter period is also possible of course, but the maximum is 6 months. You apply for the TONK benefit for the months that you have the special expenses and therefore truly need the extra money


To apply for the TONK benefit, you must complete the application form with accurate information and submit the requested documents. Once you have filled out the form completely, submitted all of the requested information, and there are no further questions, then you will be notified regarding your request as soon as possible. You can apply until 1 August 2021

Documents and evidence

Some of the questions require you to submit additional documents as evidence. The easiest way to upload these documents is in the form of a .pdf file. That is the easiest format for us to read, but you may also submit a photo or other document instead, as long as the document is clearly legible. The supporting documents may vary from one application to another. In any case, please make sure you have the following documents ready:

  • Price quotes or unpaid bills.
  • If medical expenses are involved: your health insurer's policy.
  • Evidence of your income, such as a pay stub.

DigiD and e-mail address

You can request TONK quickly and easily online. All you need is a DigiD and an e-mail address to log in.

The application form

You can request up to 4 products at a time using the application form (in Dutch). In the form, we will guide you step-by-step through the application process. You can also read when you need to attach supporting documents, and which ones they are.
Once you have completed all of the questions and attached the supporting documents, you can submit the application. You will then receive a confirmation e-mail from us at the e-mail address you provided. This e-mail also contains your application number. This is your reference number. Please keep this number where you can find it, as you can use it to view the status of your application in Mijn loket.
