Reporting Rental Harassment (students)

Are you a student, and do you have a complaint about a landlord or intermediary? The municipality of Groningen and the Groninger Studentenbond (GSB) have joined forces to create the Meldpunt Ongewenst Verhuurgedrag (Rent Harassment Helpdesk, or MOV). Starting 1 January 2019, you will be able to report any complaints arising after that date.

Reporting Rental Harassment

If the complaint is found to be justified, the municipality will take measures to rectify the situation. A ‘bad landlord’ or ‘bad intermediary’ runs the risk of losing their permits. The municipality may first issue a warning, then a fine, and if the situation persists it may even revoke the rental permit.

  • Threats or intimidation
  • Overdue maintenance or defects
  • Excessive rent prices
  • Deposit wrongfully withheld
  • Discrimination

The GSB has also created the Intermediary Expenses Helpdesk Groningen (scroll down the page for English). If you believe that you are being asked to pay excessive costs for mediation, please feel free to contact the helpdesk.
