Murmansk, situated in the far northwest of the Russian Federation on the Barents Sea,was founded in 1916. Murmansk is an important naval base since the warm Gulf Stream keeps its port open all year round. It is the largest town north of the artic circle. Murmansk has 330.000 inhabitants and has the most northern train station in the world. Next to the navy, forestry, fisheries and mining are the main sources of income.

Ties with Groningen
In 1989 Groningen has formed a partnership with Murmansk. The Arctic Centre of the Rijksuniversiteit Groningen suggested Murmansk because of positive experiences with partners in this town. The main purpose was (and still is) to maintain contact in the fields of education, culture and the peace movement. In the past few years the people of Groningen and Murmansk have established relations in various areas. There have been aid efforts from Groningen but also exchanges between both city councils. At the moment both towns are involved in an alcohol- and drugs project subsidized by the LOGO East programme.

LOGO East is a major Netherlands programme for exchange of local government experiences through partnerships between Netherlands municipalities, water boards and provinces and their counterparts in Eastern Europe and the Russian Federation. LOGO East is financially supported by the Social Transformation Programme Central and Eastern Europa (MATRA) of the Netherlands Ministry of Foreign Affairs. The main objective of LOGO East is to strengthen the capacity of the political level and administration of regional and local governments in the partner countries. Furthermore, the programme aims at increasing the number and quality of partnerships between regional and local governments in the Netherlands and the partner countries.

I know what I do
In June 2008 €65.000, - was granted to the Groningen – Murmansk City Twinning Foundation, the GGD (Groningen Health Authority) and the CMO (Centre for Social Development). The “I know what I do” programme targets on the prevention of drug and alcohol abuse among children of 10 to 12 years old and the improvement of public awareness about the subject. The Groningen Health Authority will take on the substantive implementation. The programme will be implemented by social workers, psychologists and teachers. The Murmansk municipality wholeheartedly supports this programme.
