Every four years the inhabitants of Groningen of 18 years and older elect the members of the municipal council. The municipal council represents the citizens in the municipality. The municipal council outlines the policies on main issues and monitors the municipal executive.
The municipal council consists of 39 councilors. Councilors from the same political party form political groups. Though the councilors have to go through many documents, attend many meetings and make many working visits, their membership of the council is not a full-time job. Most councilors combine their membership with normal work. It is an honorary post: councilors receive attendance fee and an allowance for expenses.
